Last week's Western Mail was looking at the changes that have taken place in education in Wales with the merger of the quangos, Elwa, Accac and Dysg, into the Department of Education Lifelong Learning and Skills (DELLS). My experience is that the change has not made any significant difference yet. But I guess we can continue to wait and see, what have others found?
